The Controller and Accountant-General’s Department (CAGD) has clarified that delays in placing some promoted and upgraded teachers on their appropriate salary scales are linked to the non-submission of required documentation by the Ghana Education Service (GES)
In a press release dated September 27, 2026, CAGD said it can only validate and process promotion-related salary adjustments after receiving the necessary documents from the employer
According to CAGD, the required documents include a duly completed and signed promotion/change-of-grade input form and a copy of the promotion or upgrading letter issued to the affected teacher
The Department explained that Ghana’s payroll administration operates through two main platforms : the Human Resource Management Information System (HRMIS), managed by employers such as GES, and the Integrated Personnel and Payroll Database 2 (IPPD2), managed by CAGD
CAGD disclosed that, following a meeting involving the Ministry of Education, GES, teacher unions and CAGD on August 31, 2026, GES was expected to submit the master list of promoted staff, promotion letters and completed input forms to enable the payment of promotion arrears effective January 1, 2026
However, as of September 22, 2026, CAGD had received documentation for only 6,079 cases out of an expected 58,620 cases
The Department said all 6,079 cases submitted by GES had been fully processed and paid, including applicable promotion arrears, as part of the September 2026 salaries
CAGD therefore maintains that it has processed every valid promotion case received from GES, adding that outstanding cases relate to documentation that GES is yet to submit for validation and processing
The Department further stressed that the documentation requirement is intended to prevent fictitious promotions, unauthorised salary adjustments and irregular payments while protecting the public purse
CAGD has called on the Ministry of Education, GES, teacher unions and other stakeholders to work together to resolve outstanding cases and assured teachers that legitimate payments will be processed once the required documentation is submitted and validated
